The Self-Protection Measures consist of organizational and safety management procedures based on two principles: ensuring the maintenance of the fire safety conditions defined in the project and ensuring that there is a minimum structure capable of responding to any type of emergency. Additionally, they also aim to ensure that fire safety equipment and systems are in operational condition at all times and that, in case of an emergency, occupants can safely evacuate the building or premises.
All buildings, establishments, and premises must be equipped with safety organization and management measures, known as Self-Protection Measures (MAP), throughout the operation of their respective spaces. Prisons, restricted-access areas of military or security force facilities, ammunition or explosives depots, and shooting ranges are exceptions to this rule, as they are governed by their own legal framework.
According to Law No. 123/2019 of October 18, which introduces the third amendment to Decree-Law No. 220/2008 of November 12, the responsibility for drafting SCIE (Fire Safety in Buildings) specialty projects for the 2nd, 3rd, and 4th risk categories must be exclusively assumed by Architects, Engineers, and Technical Engineers with a valid registration in a professional order and valid specialization certification. According to Article 5 – Transitional Rule, for a maximum period of 180 (working) days after the entry into force of this law, professionals affiliated with OA, OE, and OET who, at that time, do not meet the required qualifications for drafting SCIE projects related to buildings and premises may continue to assume responsibility for their design, provided that, when submitting SCIE projects, they prove their membership in the respective professional orders.
From July 15, 2020, the responsibility for drafting SCIE (Fire Safety in Buildings) projects (in the 2nd, 3rd, and 4th risk categories) is exclusively assumed by technicians registered in the aforementioned professional orders and with valid specialization certification.
The Self-Protection Measures must be submitted to the National Authority for Emergency and Civil Protection (ANEPC) for mandatory approval, up to 30 days before the opening of doors. Architects, Engineers, and Technical Engineers, with valid registration in the professional orders and valid specialization certification, are responsible for this. According to Article 5 – Transitional Rule, for a maximum period of 180 (working) days after the entry into force of this law, professionals affiliated with OA, OE, and OET who, at that time, do not meet the requirements for drafting SCIE projects related to buildings and premises may continue to assume responsibility for their design, provided that, when submitting SCIE projects, they prove their membership in the respective professional orders.
