The Professional Training Course for Municipal Civil Protection Coordinator (CMPC) follows the provisions of Ordinance No. 354/2019, of October 7, in terms of mandatory training for current and future Coordinators: training period 223 hours divided into 6 modules.

The course corresponds to a training proposal that focuses on fundamental areas of municipal civil protection activity, with an emphasis on management and coordination at the municipal and local level, planning and prevention actions and support for the management of civil protection emergencies. Goals: The course was developed with the specific objective of meeting the requirements of Ordinance No. 354/2019, of October 7, in terms of mandatory training for current and future Municipal Civil Protection Coordinators, also serving Municipal Civil Protection Technicians and Units Civil Protection locations and other agents. The focus is on applied technical and scientific training and training with a view to the rapid integration of skills in the work context and the standardization of organizational and planning behaviors at the SMPC level. Duration: 223 hours Target Audience: Individuals designated to exercise the functions of Municipal Civil Protection Coordinator under the terms of § 4 of article 14-A of Law nº 65/2007, of November 12th, in the republication of Decree-Law nº 44/2019, of April 1st , as well as: Workers integrated into the SMPC; Elements appointed to perform functions in the SMPC; Other civil servants from local authorities who are not members of the respective SMPC, with functions related to collective security. And still: Elements indicated for the coordination and/or technical assistance of ULPCs; APC Technicians and Officers; Mayors and other policy makers with responsibilities within the scope of Civil Protection; Others interested in acquiring specific skills in the fields covered by the course, holders of a higher academic degree, higher-level students in the final phase of their courses or individuals with a curriculum of special relevance in the context of the subjects covered, holders of a higher academic qualification or not . Certification: Successful completion of the course entitles you to a training certificate issued via the Educational and Training Offer Information and Management System (SIGO), in accordance with Ordinance No. 474/2010 of July 8. Module 2 - Public awareness and information Knowledge of risks x collective responsibility – the culture of risk (the ‘citizen’s involvement in their own safety); Information x communication; Information to the Public about Civil Protection (myths, credibility and trust). Use of social media in communicating with the public; The risk: In work spaces; In housing; At leisure; Streamlining the Municipal Emergency Plan (risk analysis; military charters; territorial planning, etc.); Emergency Plans: In schools and at home; Safe home and school; Emergency signage; Civil protection kit; Basic first aid training. Prevention and self-protection measures; Summative assessment Module 3 - Risk and Vulnerability Analysis Concept of risk, probability and consequences; Risk representation; Risk perception; Admissible risk; Introduction to risk assessment. Qualitative and quantitative methods; Accident modeling; Risk cartography; Summative assessment. Module 4 - Emergency Planning Emergency Planning Process; Emergency Planning Phases; Civil Protection Agents in Emergency Planning; Normative framework for emergency plans; General and special civil protection emergency plans; Summative assessment Module 5 - Municipal Civil Protection Operational Coordination Opening: Presentation of the module; Logistics organization; Legal framework — civil protection (Civil Protection structuring legislation); Vehicles and equipment; Support for Relief Operations: Operational decision-making process; Symbology; Management of operations in the context of natural and anthropogenic risks; Operations management in the context of technological risks; Communications: Organization of SMPC communications; Communication protocol; SIRESP — Integrated Network System; Emergency and Security of Portugal; ROB — Firefighters Operational Network and REPC — Civil Protection Strategic Network; Logistics in Relief Operations: Logistic principles and functions; Operational command post logistics cell; Civil Protection Exercises: Types of exercises; Development of a functional exercise (CPX); Assessment (Theoretical-practical assessment); Module closure. Module 6 - Municipal Civil Protection Operational Coordination Exercises Opening: Presentation of the module; Logistics organization; Performance of Reconnaissance and Situation Assessment Teams Practical application exercises in the municipal area; Simulated practice of initial operations management: Coordination of operations in the context of a forest fire; Coordination of operations in the context of structural fire; Coordination of operations in the context of an accident with dangerous substances or materials; Practice of actions to support Relief Operations; Coordination of operations in the context of multi-victim events; Assessment (Theoretical-practical assessment); Module closure.
